CONSTITUTION AND BY-LAWS OF THE PARENT-TEACHER GUILD OF ST. VALENTINE'S PARISH

 

ARTICLE I                Name and Consent

The name of this organization shall be "PARENT-TEACHER GUILD OF ST. VALENTINE'S PARISH" (PTG), and shall function only with the approval of the pastor.

 

ARTICLE II               Objective

  1. To establish a close relationship between teachers and parents, the home and the school, for the good of the child.

     
  2. To develop parental/guardian interest in the Catholic educational needs of the child, and to better acquaint them with the functions and funding of the school from federal, state, and local governments.

     
  3. To give teachers and parents the opportunity to communicate, thus enabling both to be more effective in the child's education.

 

ARTICLE III             Membership

Membership shall be open to all parents, guardians, teachers, and adult parishioners interested in the objectives of the organization who express this interest in membership.

 

ARTICLE IV             Executive Board, PTG Board, and Committee Members

 

  1. PTG Officers

    A.  President or Co-Presidents
    B.  Vice President or Co-Vice Presidents
    C.  Secretary
    D.  Treasurer

     
  2. Executive Board

    A.  Pastor or a priest representative of the parish
    B.  School Principal
    C.  President or Co-Presidents
    D.  Vice President or Co-Vice Presidents
    E.  Secretary
    F.  Treasurer

     
  3. PTG Board

    A.  The PTG Officers
    B.  Chairpersons of the Ways and Means Committees
    C.  Chairpersons of the Service Committees
    D.  The past president or past co-presidents as ex-officio members for one year

     
  4. Committees

    A. Ways and Means Committees are comprised of the chairpersons and individuals necessary to insure a proper functioning PTG. Some of the committees may be: Santa Brunch, Monthly Bake Sales, Book Fair, Family Bingo, Santa Workshop, Fall Fundraiser, Membership, and other committees that may be necessary.

    B. Service Committees are comprised of the chairpersons and individuals necessary to insure a proper functioning PTG. Some of the committees may be: Publicity, Hospitality, Newsletter, School Programs, Skating Parties, Brown Envelope, Campbell Soup Labels, Homeroom Parents, Giant Eagle Receipts, and other committees that may be necessary.

ARTICLE V               Duties and Terms of Office

  1. Pastor - Shall see that all enactments of the PTG Board are in accord with the diocesan laws of governing societies, and school laws of the Catholic Diocese of Pittsburgh, which are based on the Canon Law of the Church. The pastor is an ex-officio member.

     
  2. Principal - Shall act in the capacity of adviser to the president and the PTG Board. The principal is an ex-officio member.

     
  3. President or Co-Presidents - Shall preside at all general membership meetings and meetings of the Executive and PTG Boards, appoint committee chairpersons when vacancies occur, and make written reports to the general membership via the PTG newsletter.  The president or co-president shall act as a mentor to the vice president(s).  The president or co-presidents may vote only when ballots are used, or when his/her vote would change the result (i.e., to make or break a tie vote). The president or co-presidents, however, is/are not required to vote. As past president or co-presidents he/she/they shall act as an ex-officio member(s) and serve on the PTG Board for one (1) year. The president or co- presidents should be Catholic because of the religious knowledge required.

     
  4. Vice President or Co-Vice Presidents - Shall perform the duties of the president or co-presidents in his/her/their absence, and shall assume the duties of the office until the next annual election if the office of the president or co- presidents becomes vacant. The vice president or co-vice president shall take an active role in assisting the president or co-president.  The vice president or co-vice presidents will assume the duties of the office of president or co-presidents the following year. The vice president or co-vice presidents shall also serve on the Nominating Committee. The vice- president or co-vice presidents should be Catholic.

     
  5. Secretary - Shall keep the minutes of all general membership and Executive and PTG Board meetings, and notify the Executive and/or PTG Board of special meetings. The secretary shall make public the general membership meeting dates and agenda, prior to said meetings. The secretary shall take care of meeting minutes and additional correspondence including the monthly newsletter.

     
  6. Treasurer - Shall receive all monies and make disbursements as directed by the PTG Board with approval of the general membership.  The treasurer shall receive all receipts for disbursements. A verbal and written financial report will be given at all general membership meetings, and a quarterly report included in the monthly PTG Newsletter. The treasurer's account is to be examined at the end of the treasurer's term of office by an auditing committee of three (3) PTG members appointed by the president or co-presidents. The president or co-presidents, with the approval of the Executive Board, may utilize the services of a certified public accountant for the purpose of this audit.

     
  7. Terms of Office for the elected PTG Officers are to be one (1) year and further provide that no person(s) shall be elected to any such office for more than two (2) consecutive terms.

     
  8. The president or co-presidents shall have one (1) year previous PTG Executive Board experience before assuming their respective office.

ARTICLE VI             Powers and Duties of the PTG Board

  1. PTG Board Meetings

    A. The Executive Board shall meet at the discretion of the president.

    B. Special meetings of the PTG Board may be called by the president, or at the written request of no less than five (5) PTG Board members. Written notice will be sent to all PTG Board members no less than two (2) days before such meetings.

    C. Fifty percent (50%) of the PTG Executive Board must be present to constitute a meeting.

     
  2. Powers and Duties

    A .The officers of the PTG shall have general supervision of the affairs of the PTG, and shall make reports and recommendations of plans to the general membership.

    B .The officers of the PTG shall recommend the disbursement of funds during the fiscal year, and retain at least $2,000.00 in the treasury for operating expenses. Any expenditure outside of the approved budget over $75.00 must be approved at a general membership meeting.

    C. It shall be the duty of the president or co-presidents, with the approval of the Executive Board, to fill any vacancy created on the PTG Board by resignation, either written or oral, or if any elected PTG officer(s) demonstrates a lack of interest in PTG affairs.

    D. The operating budget shall be formulated by the president or co-presidents, vice president or co-vice presidents, secretary, and treasurer, with input by committee chairpersons when necessary.

 

ARTICLE VII            General Membership Meetings

  1. Date and times for PTG functions will be decided at the parish calendar meeting.

     
  2. Special meetings of the general membership may be called by the PTG officers, or at the written request of twenty-five (25) PTG members.
  3. Order of Business shall be as follows:
    Call to order
    Opening prayer
    Reading of minutes of previous meeting
    Reading of treasurer's report
    Reports of the officers
    Reports of committee chairpersons
    Recommendations of the PTG Board
    Unfinished business
    New business
    Closing prayer
    Adjournment

     
  4. Election of officers shall be conducted in the spring.

    A .Nominations for officers shall be made by a nominating committee of three (3) to five (5) PTG members, including the vice president or co-vice presidents, selected by the PTG officers at least two (2) months previous to the election meeting. The nominating committee shall report at the meeting prior to elections, the names of the candidates for each office to be filled. Additional nominations may be made from the floor at the nomination meeting. The written consent of all nominees must be obtained prior to the final vote.

    B .Voting shall be by secret ballot by all members attending the election meeting.

    C .The elected offices of president or co-presidents, vice president or co-vice presidents, and secretary shall assume their duties at the last meeting of the school year in which they were elected. The duty of the treasurer shall not be assumed by the newly elected officer until the fiscal school year is completed and the treasurer's account is audited.

D.A transition meeting shall be held between the current president(s) and the PTG Officers before the last meeting of the year to give the new board any recommendations, keys and information for the new school year and to familiarize the new board with their duties.

E. Committee chairpersons will assume their duties at the beginning of the school year, except when deemed necessary by the PTG Officers.

 

  1. Quorum – The general PTG members present at the current meeting shall constitute a quorum for the purpose of voting.  A majority vote of the membership attending shall be required to pass a vote.

     
  2. Rules of Order contained in Roberts Rules of Order Revised, shall govern the conduct of all meetings of the PTG except where inconsistent with these bylaws.

ARTICLE VIII          Limitations

This PTG is a service organization; however, projects for school needs are not out of order. It shall not be the function of the PTG to administer the school or to revise the curriculum or the policy of the school.

 

ARTICLE IX             Amendments to Bylaws

Amendments to these bylaws shall be presented in writing and be proposed at one PTG general membership meeting and voted on at the next PTG general membership meeting. A majority vote of the membership attending is necessary to amend. Bylaws shall be reviewed at least every five (5) years or as deemed necessary by the president.
